v      Tentative Work Schedule for Old Lancaster Pike Streetscape Project. (8-15-09)

The work in the phases entails:

bullet Phase 1 - Installation of the drainage system from Valley Road to Yorklyn Road to the Railroad Crossing along the right side of OLP.

bullet Phase 2 - Installation of the drainage system from Valley Road to Yorklyn Road and along both sides of Yorklyn Road to the Railroad Crossing along the left side of OLP.

Currently, DelDOT anticipates getting phases 1 and 2 completed  (drainage pipes and inlets, lighting conduit, grading and poring of new concrete curb and sidewalk, landscaping and paving) if the weather holds up before cold weather arrives later this year.

As work is completed as stated above, we are anticipating having topsoil seed and mulching along with some landscaping and paving done weather permitting between phases 2 and 3 which basically split the job in half. Please note that this is rough draft. More detailed scheduling will be available as the project moves forward.

EVENT: ARRA OLD LANCASTER PIKE STREETSCAPE & DRAINAGE IMPROVEMENTS GROUNDBREAKING

EVENT DATE: 11 A.M. FRIDAY, SEPTEMBER 11, 2009 – NORTH END OF OLD LANCASTER PIKE NEAR SWIFT MEMORIAL PARK IN HOCKESSIN 

WELCOME. THANK YOU FOR ATTENDING THE GROUNDBREAKING CEREMONY FOR THE OLD LANCASTER PIKE STREETSCAPE AND DRAINAGE IMPROVEMENTS. 

I AM NOT GOING TO LIE TO YOU. THIS PROJECT HAS BEEN A LONG TIME COMING. THE IDEA TO IMPROVE OLD LANCASTER PIKE STARTED MAKING SERIOUS PROGRESS EIGHT YEARS AGO. HOWEVER, THE KEY TO THIS PROJECT ACTUALLY HITTING THE GROUND, LIKE MUCH OF WHAT DELDOT DOES, HAS BEEN PARTNERSHIPS. 

IT TOOK A PERFECT STORM AND A DETERMINED GROUP OF PEOPLE FROM HOCKESSIN; STATE AND COUNTY GOVERNMENTS; DELDOT; AND A LITTLE BILL CALLED THE AMERICAN RECOVERY AND REINVESTMENT ACT; TO GET US WHERE WE ARE TODAY. SOME MIGHT CALL IT A MIRACLE. HOWEVER, I THINK DISCOVERING AND CULTIVATING PARTNERSHIPS IS THE BEST WAY TO DO BUSINESS.

 AS TRANSPORTATION SECRETARY, I RECEIVE MANY REQUESTS FOR PROJECTS UP AND DOWN THE STATE. DELDOT CAN FULFILL SOME OF THE REQUESTS, BUT CERTAINLY NOT ALL. IN MOST CASES, A RESIDENT WILL REQUEST SPEED HUMPS OR A TRAFFIC SIGN, AND THEN LET DELDOT HANDLE THE REST. HOWEVER, IN HOCKESSIN, AND ESPECIALLY ON THIS PROJECT, KEN MURPHY AND OTHER MEMBERS OF THE HOCKESSIN PLANNING PARTNERSHIP, WERE TRUE PARTNERS IN DEVELOPING THE OLD LANCASTER PIKE STREETSCAPE PROJECT. WE HAVE WORKED TOGETHER TO OVERCOME MANY HURDLES.

LIKE MANY WORTHWHILE VENTURES, THIS PROJECT WAS THE OFFSPRING OF A COMMITTED GROUP OF CITIZENS. EIGHT YEARS AGO, HOCKESSIN RESIDENTS AND NEW CASTLE COUNTY CREATED THE FIRST-EVER HOCKESSIN VILLAGE PLAN. IMPROVEMENTS TO OLD LANCASTER PIKE WERE PART OF THEIR CONCEPT. YET, THE GROUP FACED ITS FIRST HURDLE: NEITHER HOCKESSIN, NOR THE COUNTY, NOR DELDOT ALONE, HAD ENOUGH MONEY TO FUND A CONCEPT DESIGN. 

BUT TWO YEARS AGO, FIVE STATE LEGISLATORS STEPPED UP TO THE PLATE AND CONTRIBUTED FUNDS TO THE DESIGN. DELDOT MATCHED THE CONTRIBUTIONS OF PATTI BLEVINS, LIANE SORENSON, CHARLIE COPELAND, DEBORAH HUDSON, AND ROGER ROY. THE FEDERAL GOVERNMENT CHIPPED IN 80 PERCENT OF THE COST TO FINISH THE PLANS. 

THEN THERE WAS THE NEXT HURDLE: EVEN THOUGH THE PROJECT WAS ADDED TO DELDOT’S TRANSPORTATION IMPROVEMENT PLAN, THERE WAS NOT ANY MONEY TO BEGIN CONSTRUCTION.

 I CANNOT TELL YOU HOW MANY LETTERS AND PHONE CALLS MY STAFF AND I RECEIVED COMPLAINING ABOUT THE FINANCIAL ROADBLOCK TO THIS PROJECT. WITHOUT THE AMERICAN RECOVERY AND REINVESTMENT ACT, SUPPORTED BY OUR FEDERAL DELEGATION, I AM SURE WE WOULD STILL BE RECEIVING LETTERS FROM THE 19707 ZIP CODE. FRANKLY, AS HOCKESSIN ATTRACTS MORE AND MORE RESIDENTS AND BUSINESSES, OLD LANCASTER PIKE NEEDS BETTER SIDEWALKS AND CROSSWALKS. IT IS THANKS TO THE FORESIGHT OF THE HOCKESSIN COMMUNITY, LOCAL LEGISLATORS, AND DELDOT PLANNERS, THAT THE OLD LANCASTER PIKE PROJECT WAS SHOVEL READY.

 THIS PROJECT FALLS UNDER DELDOT’S TRANSPORTATION ENHANCEMENT PROGRAM, MANAGED BY JEFF NIEZGODA, AND ESTABLISHED THROUGH FEDERAL LEGISLATION. THE T-E PROGRAM ENCOURAGES DEVELOPMENT OF A MULTI-MODAL APPROACH TO MOBILITY AND ACCESSIBILITY. THE OLD LANCASTER PIKE STREETSCAPE IMPROVEMENTS PROJECT IS JUST THE TIP OF THE ICEBERG. THANKS TO GOVERNOR MARKELL, WHO AVIDLY SUPPORTS MULTI-MODAL PROJECTS, MY STAFF IS DRAFTING A COMPLETE STREETS POLICY THAT WOULD REQUIRE THE DEPARTMENT TO CONSIDER PEDESRTIANS, BICYCLISTS, AND THE DISABLED IN MORE ROADWAY PROJECTS. OUR FIRST POLICY DRAFT IS DUE TO THE GOVERNOR’S OFFICE BY THE END OF THIS MONTH. THE MORE SIDEWALKS, CROSSWALKS, AND BIKE LANES WE HAVE IN DELAWARE, THE MORE ATTRACTIVE THE STATE IS TO EMPLOYERS AND RESIDENTS.

 IN HOCKESSIN, WE WILL IMPROVE HALF A MILE OF OLD LANCASTER PIKE BETWEEN VALLEY ROAD AND ERICKSON AVENUE. OUR GOAL IS TO IMPROVE THE SAFETY OF RESIDENTS WHO WANT TO WALK TO DOWNTOWN BUSINESSES. THIS PROJECT WILL CONNECT SIDEWALKS THAT ARE NOT CONNECTED AND WIDEN PORTIONS THAT ARE TOO NARROW. WE WILL IMPROVE THE SIGNING AND STRIPING OF CROSSWALKS SO THAT PEOPLE CAN CROSS THE STREET MORE SAFELY. LARGER PIPES WILL BE PUT IN SO THAT WATER WILL NOT POOL IN THE STREETS AND FREEZE IN THE WINTER.

 IN THE BROADER SCHEME OF THINGS, STREETSCAPE IMPROVEMENTS ENCOURAGE HEALTHY AND ACTIVE LIFESTYLES, IMPROVE PEDESTRIAN SAFETY, INCREASE THE CAPACITY OF THE TRANSPORTATION NETWORK AND REDUCE CONGESTION, EFFICIENTLY USE TAXPAYER DOLLARS, INCREASE PROPERTY VALUES AND JOB GROWTH, REDUCE AIR POLLUTION AND AUTOMOBILE TRIPS, AND FOSTER STRONG COMMUNITIES. 

FURTHERMORE, THIS PROJECT FITS IN NICELY WITH OTHER DELDOT ENDEAVORS IN HOCKESSIN. IN THE PAST COUPLE OF YEARS, DELDOT REVITALIZED ROUTE 41’S STREETSCAPE AND IMPROVED THE INTERSECTION OF ROUTE 41 AND VALLEY ROAD. 

SINCE PARTNERSHIPS ARE THE THEME OF THIS PROJECT, I MUST EMPHASIZE THE DEPARTMENT’S APPRECIATION FOR LOCAL PROPERTY OWNERS WHO DONATED REAL ESTATE EASEMENTS SO THAT WE COULD GET THIS JOB DONE. DUE TO THE MONEY WE SAVED ON TEMPORARY AND PERMANENT CONSTRUCTION EASEMENTS, WE CAN AFFORD TO INSTALL DECORATIVE STREETLIGHTING AND IMPROVE LANDSCAPING. IN FACT, THIS PROJECT WAS AWARDED 200,000 DOLLARS UNDER THE ENGINEER’S ORIGINAL ESTIMATE.

Achievements - DelDOT provided a Project Status Report to HVDRAC at their July meeting that was covered and reported by the Hockessin Community News. Subsequently, the consultants and community members met with certain property owners to consider detail design options impacting their property. The resulting Detail Design will be presented to the general public at a DelDOT workshop scheduled for October 16, 2007. Look for advertisements to be included in our newspapers.

Envision Old Lancaster Pike as Hockessin’s Main Street. Imagine a street where children and adults walk to the Library and Park along well-lit sidewalks encased by street trees and building fronts. See people meandering from shop to shop browsing about the outdoor displays. See neighbors sitting at an outdoor café while children stand along the curb’s edge waiting for the Fourth of July Parade. This is the street the Hockessin community has envisioned for many years.

February 2007-Press Release

Old Lancaster Pike, Streetscape Enhancements - Design Phase 

 In April 2006, final recommendations for the Concept Plan of Old Lancaster Pike were approved by DelDOT.  These recommendations include streetscape enhancements that were specifically developed to:  enhance pedestrian safety, comfort and convenience; to reduce traffic speeds; and provide traffic calming along Old Lancaster Pike in the Village of Hockessin in New Castle County, Delaware.  Specific improvements include:   

bulletnew sidewalks along both sides of Old Lancaster Pike from Valley Road to Erickson Avenue – a closed drainage system will be installed in some areas (i.e. between Yorklyn and Valley Roads) where an open drainage ditch currently exists;
bulleta new sidewalk connection along the east side of Yorklyn Road to tie-into the new sidewalks associated the Lancaster Pike project;
bulleta new sidewalk connection to the Shoppes of Hockessin;
bulletimproved pedestrian access to several retail establishments;
bulletplacement of pedestrian bridges over two stream crossings;
bulletclearly defined pedestrian crossings;
bulletimproved transit stops
bulletpedestrian lighting; and
bulletlandscaping and gateway signs

All of these improvements were developed in conjunction with a project Steering Committee comprised of local officials, local business owners and community leaders.  It is the vision of this Steering Committee that these improvements will one day tie-into further enhancements as outlined in the Community Redevelopment Plan for the Village of Hockessin.  The immediate next step, however, is to complete the design phase of the Old Lancaster Pike streetscape enhancements as described above. 

Funding for the design phase of the Old Lancaster Pike streetscape enhancements was requested by Third District Councilman William Tansey, and has been secured by DelDOT.   This funding ensures that monies are available to allow for the engineering-design details required for construction to be completed.  It is anticipated that the design phase for these enhancements will be completed by February 2008.  However, there will be a Public workshop held in the summer of 2007. Upon completion of the design phase, construction funding will need to be secured before the project can be constructed.  Currently no funding has been secured for the construction of this project.  Only with further support for this project from the Steering Committee, as well as other local officials and the community at-large, will future construction funding be possible.

 October 2006 -Presentation to Public

As you may be aware, DelDOT has been working on the conceptual design of Old Lancaster Pike. They have work with a variety of community members and held a number of Transportation Workshops in 2005 and 2006.

As described in the final report;

This is the street the Hockessin community has envisioned for many years. 

The transformation of OLP has been a high priority in the HVP and as of this month, is one more significant step toward its realization. Before any construction is considered, we needed a Detail Design of the OLP project. The cost of such a design is approximately $500. The Federal Government will pay 80% of the cost as long as there is a 20% match. Under DelDOT’s sliding scale, 10 % of the matching funds will be provided by the State as long as there is a 10% Local Match. This local 10% match has recently been attained with the support of our Legislators.

 Each of the following Legislators has allocated a part of their resources to fulfill the matching commitment.  Through their guidance, leadership and support, we may initiate the design contract and start work.

PURPOSE:                            To officially initiate the design phase of the project; and to discuss the schedule and the status of funding for the project. 

DISCUSSION:

1.            Ted Foglietta began the meeting with brief introductions and an overview of the project.  He explained that the project is a roadway project and will only pertain to design in the immediate vicinity of Old Lancaster Pike.  This design will include a roadway pavement overlay, drainage improvements, sidewalks, aesthetic crosswalks and other miscellaneous items.                                                     

2.            John Gysling suggested that McCormick Taylor look into innovative stormwater management Best Management Practices to try to gain stormwater credits for the area.  He will forward BMP information to McCormick Taylor to consider.  McCormick Taylor’s Sal Palalay will coordinate with John regarding this issue. 

3.            Bill Dougherty briefly outlined the design schedule for the project.  The proposed schedule is as follows: 

Survey Completion – February 2007

Survey Plans Completed – March 2007

Preliminary Plans Completed – May 2007

DelDOT Review Completed –June 2007

Public Workshop – July 2007

Semi-Final Plans Completed – October 2007.

DelDOT Review Completed – November 2007

Final Plans Completed – February 2008 

4.            The group discussed the design schedule and how it will impact the construction funding.  Ted Foglietta noted that their project is funded for design only, and there is currently no funding encumbered for construction.  Councilman Tansey and Janet Kilpatrick indicated that they would begin requests for construction funding in June of this year to ensure that it is available when this design phase is completed (tentatively scheduled for February 2008). 

5.            Joe Amon suggested printing a brief update in the Community News keeping the project fresh in the minds of the residents of the community, and to show gratitude to those who have advanced the project to this point.  Anthony Aglio agreed that DelDOT would be on board with this, but would like DelDOT to approve the narrative before it is published.  Ted Foglietta will write the narrative and forward to DelDOT for approval.
